Description:
All Source Analysts researching, analyzing, compiling, evaluating, training, and integrating all-source intelligence from the Joint Intelligence Fusion Centers focused on the area of counter IED targeting in response to US National and Theater priorities.
Capable of working independently and with demonstrated working knowledge of the intelligence processes including but not limited to: the Intelligence Cycle, Collection Management Cycle, Targeting Cycle, i.e. Trends and Pattern Analysis and the analysis techniques and applicable signals intelligence traffic analysis procedures for performing metadata analysis.
Must have expert knowledge of the intelligence cycle and the analytical process that acts on collection to produce information for intelligence databases and products.
Must be proficient in the use of standard automated word processing systems that include but are not limited to Microsoft PowerPoint, Exchange, Schedule, Word, Excel and Access program data bases.
SIGINT Analysts:
SIGINT Analysts skills shall include but are not limited to the following:
Must have experience utilizing multiple SIGINT Databases.
Shall be experienced in conducting, compiling, and reporting the results of detailed metadata analysis (IAW applicable NSA United States SIGINT Intelligence Directive) and possess detailed knowledge of the SIGINT community and the intricacies of its federated and complementary aspects.
Shall have a full understanding of communications emitters being used throughout the Middle East. Each analyst shall be able to obtain access to and an understanding of classified SIGINT databases.
Shall either be GEOCELL trained or shall attend GEOCELL training at NSA, ASAP after arriving to support work on the CITP contract, depending on course availability and existing mission requirements.
Shall have a working knowledge of requirements received or submitted through the Information Needs Knowledge Base using National Producers Interface and NSA approved standards and policies.
Intelligence Analysis Operation Support Analysts:
Contract analyst skills share include but are not limited to the following:
Shall be knowledgeable and able to operate standard automation, word processing, data base systems, dissemination tools, search tools, and analytic tools such as MICROSOFT Windows-based applications and additional developed software tools and applications (i.e. Microsoft Outlook, Excel, PowerPoint, Word, Access, Internet Explorer and Netscape Navigator applications).
Shall have working knowledge of the national, operational and tactical intelligence infrastructure.
Shall have experience using each of the common intelligence community networks (JWICS, SIPRNET, NIPRNET and NSANET, as required, to coordinate requirements and issues with intelligence community partners.
Shall have a working knowledge of Analyst Notebook, or equivalent nodal analysis tool, Pathfinder or equivalent data mining tool and AMHS (M3).
The TECHINT analysts are expected to understand and analyze the technology used in IEDs, perform TECHINT pattern and trend analysis, perform TECHINT device profile analysis, and perform biographic and biometric analysis of IED associated individuals.
HUMINT Intelligence Analysts:
Analysts shall have expert knowledge and experience with intelligence automated systems, especially HUMINT, imagery analysis, signals intelligence/exploitation tools, and libraries.
Shall have knowledge and experience with intelligence operations and its various disciplines, functions, and processes.
Shall have expert capabilities to research, create, develop, and deliver professional briefings, multimedia presentations, and written reports.
Shall have expert ability to manage research and coordinate for projects.
Shall have expert ability to instruct and interact with groups on data and information requirements and coordination tasks.
Shall have knowledge of Defense Intelligence Agency (DIA), National Security Agency (NSA), and Central Intelligence Agency (CIA) programs and products preferred.
Shall have knowledge of information, automation, and full knowledge of intelligence oversight and security guidelines before work starts.
Shall have at least six months of experience related to developing target packages and technical assessments via all source analysis.
Shall have a proficient skill set in using computer tools as Pathfinder, M3, WEBTAS, Analyst Notebook, Falcon View, I-Bridge, Power Point, the Network Analysis (aka Bomb Maker) Data Base, and the IED Incident Data Base.
Shall provide expert intelligence analysts at a journeyman or senior analyst level with the ability to provide in-depth intelligence analysis in support of a wide variety of Army and Joint operations.
A mix of technical, tactical and strategic experience is preferred.
Shall ensure that no more than 20% of the contract work force is at a novice level. Novice level experience is defined as 3-5 years of intelligence analytical experience at a tactical, strategic and operational level.
